The Center for Analysis and Coordination of the Fourth Industrial Revolution (C4IR) under the Ministry of Economy held a press conference summarizing its activities for 2024 and outlining upcoming tasks.
At the event, the Executive Director of C4IR, Fariz Jafarov, provided media representatives with insights into the projects implemented by the organization over the past year, the achieved results, and future plans.
It was noted that in 2024, C4IR actively engaged in international collaborations within the field of the Fourth Industrial Revolution, facilitating coordination, experience sharing, human capital development, the promotion of innovative technologies, and the analysis and coordination of digital economy initiatives, strategies, and projects.
Development of Competitive Human Capital
The pilot phase of the “4IR Academy” project, implemented in collaboration with the Education Development Fund under the Ministry of Science and Education and the U.S. company Coursera, was successfully completed last year. The project aimed to enhance digital skills in the country, increase expertise in advanced technologies, and support the training of qualified professionals in the labor market.
As part of the project, 10,000 participants were given free access to various training courses on the Coursera online learning platform over one year. The total time spent on courses such as artificial intelligence, big data, data analytics, blockchain, cloud technologies, leadership, communication, and English language studies exceeded 32,000 hours, resulting in participants earning 4,300 internationally recognized certificates.
In 2024, the project received Coursera’s "Outstanding Achievement Award” in the "AI Innovation" category. The “4IR Academy” National Program, set to continue this year, will expand its reach to include more participants and over 8,000 available courses. Each user will have access to courses for six weeks. Registration for the National Program will begin next week, with no age or other restrictions for participants.
Expansion of International Collaborations
In 2024, C4IR launched collaborations with several major technology companies, including: Apple – to establish an "Apple Authorized Training Center" in Azerbaijan, Esri – to implement the “ArcGIS for Students” project in the field of Geographic Information Systems, Binance – to launch the "Binance Academy" program, covering blockchain, Web3, cryptography, and cryptocurrency.
These programs include specialized training sessions aimed at developing local experts and trainers.
Global Knowledge Exchange
Throughout 2024, C4IR strengthened its international partnerships within the World Economic Forum (WEF), particularly in areas such as artificial intelligence, machine learning, the Internet of Things (IoT), urban transformation, digital trade, and energy transition. As one of the 23 global WEF centers, C4IR participated in 18 international projects.
Efforts were also made to promote green technologies and sustainable development. Within the "AI in Energy Solutions" project, 40 AI-based solution concepts were developed in collaboration with local partners to enhance energy efficiency in office buildings and enterprises while reducing carbon emissions. The project's success was documented in a joint report published on the WEF platform.
Promotion of Technological Adoption
As part of the “Industry 4.0 Readiness Program”, C4IR conducted digital diagnostics of several enterprises in 2024, assessing their preparedness for digital transformation and developing corresponding roadmaps. The organization aims to support the digital transformation of 15 enterprises by 2025 and 650 enterprises by 2030.
Support for the Startup and Innovation Ecosystem
C4IR played a key role in supporting the startup ecosystem by partnering with major innovation and investment events, such as: InMerge Innovation Summit and Baku Investment Day (Baku ID). During these events, partnerships were established between government agencies and private sector entities to foster the adoption of new technologies and discuss innovation initiatives.
In 2024, C4IR contributed to the development of Fourth Industrial Revolution (4IR) solutions across various sectors of the national economy, including services, transportation, and sports.
Establishment of the "Industry 4.0 Center"
To further drive automation, big data, and technological advancements, C4IR launched the "Industry 4.0 Center" project, aimed at serving as a comprehensive hub and unified ecosystem for digital transformation in Azerbaijan, accelerating the digitalization process for local companies.
Key Activities at COP29
During COP29, C4IR, in collaboration with the World Economic Forum, organized the "Sustainable Development Leaders’ Meeting" with nearly 100 local and global leaders and a roundtable with the Earth Observation Community.
Panel discussions and side events on "AI’s Impact on the Environment and Its Contribution to Sustainable Development" and "AI: Technological Forecasting and the New Era of Digital Economy Governance".
Public Awareness and Education
In 2024, C4IR continued its educational initiatives through “C4IR Talks” and “C4IR Discussion Platform” events, Workshops, and seminars on Industry 4.0 and Media-driven awareness campaigns. More than 40 collaborative events üas organized with various stakeholders.
Additionally, more than 200 students participated in internship programs across different projects throughout the year. For the first time in Azerbaijan, a specialized ICT job fair was held, offering 500+ job vacancies and numerous internship opportunities to young professionals.
