As part of the 4IR Academy, an initiative jointly implemented by the Centre for Analysis and Coordination of the Fourth Industrial Revolution (C4IR Azerbaijan) under the Ministry of Economy and the Education Development Fund under the Ministry of Science and Education, access to the Nation Program has been further expanded.
An additional 550 new courses and training programmes have been made available to citizens free of charge, bringing the total number of learning opportunities on Coursera to more than 13,000.
The newly added courses are provided by some of the world’s most prestigious universities — including Cambridge, Duke, Johns Hopkins, and the University of London — as well as leading technology companies such as Meta, IBM, Microsoft, and Siemens.
These programmes offer opportunities to strengthen skills in modelling, animation, artificial intelligence, graphic and visual design, and data security (list of new courses). Through this expansion, Nation Program users now have access to a comprehensive global catalogue of online education resources.
The Coursera platform already provides Azerbaijani learners with content from more than 350 leading universities and companies, including Oxford, Stanford, Yale, Edinburgh, Manchester, Michigan, Illinois, Florida, and Sydney, as well as Google, AWS, Oracle, GitLab, Intel, SAP, and Salesforce.
Building Digital Competencies Nationwide
To date, over 37,500 citizens have benefited from the Nation Program since its launch in April 2025, successfully completing 66,000 courses. Participants most frequently choose topics related to artificial intelligence, data science, project management, and business innovation.

- Project Management Fundamentals – 1,907 participants
- Foundations of Project Management – 1,609 participants
- Introduction to Artificial Intelligence – 1,512 participants
- Foundations: Data, Data, Everywhere – 1,426 participants
- What is Data Science? – 1,253 participants
- AI, Business & the Future of Work – 1,084 participants
- Leadership Skills – 1,070 participants
- Introduction to Project Management – 1,062 participants
- Write Professional Emails in English – 1,032 participants
Advancing Human Capital for the Digital Economy
The Nation Program aims to accelerate Azerbaijan’s transition to a digital economy by developing advanced skills in Fourth Industrial Revolution technologies and supporting the training of qualified professionals to meet labour market needs.
Citizens of all ages and employment backgrounds can register at https://form.4sim.gov.az to access the program free of charge.
Users can view over 2,500 courses with Azerbaijani subtitles, while the 15 most popular courses are also available with AI-powered deepfake dubbing in Azerbaijani (course list).
Within one year, tens of thousands of citizens are expected to benefit from the world’s largest online learning platform through the Nation Program, implemented in partnership with leading companies including SOCAR, Pasha Holding, bp, JOCAP, and Azerconnect Group.
During its pilot phase, the 4IR Academy engaged 10,000 learners, resulting in the issuance of over 4,200 international certificates. The initiative was recognised by Coursera with the “Outstanding Achievement Award 2024” in the category of Artificial Intelligence Innovation.
