A high-level panel at the Second Azerbaijan International Investment Forum explored how investment in human capital, future skills and stronger public-private collaboration can support Azerbaijan’s long-term competitiveness and economic diversification.

A panel discussion on “Investing in Human Capital and Future Skills” was held in Baku as part of the Second Azerbaijan International Investment Forum, convened under the patronage of President of the Republic of Azerbaijan Ilham Aliyev.

Moderated by Filippo Malinverno, Coordinator for International Relations at TEHA Group, a strategic partner of the Forum, the session brought together senior representatives from government, business and the innovation ecosystem.

Anar Aliyev, Minister of Labour and Social Protection of the Population of Azerbaijan, outlined ongoing efforts to strengthen human capital, better align the labour market with emerging skills needs and develop a workforce equipped to meet the demands of a rapidly changing economy.

The panel also featured Hasan Hasanli, Deputy Minister of Science and Education; Jalal Gasimov, Chief Executive Officer of PASHA Holding; Fariz Jafarov, Executive Director of the Center for Analysis and Coordination of the Fourth Industrial Revolution (4SIM) under Azerbaijan’s Ministry of Economy; Hasil Abbasov, Chairman of the Board of the State Employment Agency; Rahim Bayramli, Chief Executive Officer of SABAH.HUB; and Can Yücel, Chief Executive Officer of Şişecam.

Discussions focused on the role of human capital development in strengthening Azerbaijan’s long-term competitiveness and supporting economic diversification. Participants exchanged views on future skills, digital capabilities and evolving leadership models, as well as the need to prepare individuals and organizations for technological and economic transformation.

The session also highlighted the importance of stronger collaboration between universities, businesses and public institutions to attract and develop talent, expand employment opportunities and support innovation and entrepreneurship.
