C4IR Azerbaijan Engages Local Enterprises under the “Industry 4.0 Readiness Program”

14 October 2025

As part of its ongoing efforts to accelerate industrial digital transformation, the Centre for Analysis and Coordination of the Fourth Industrial Revolution (C4IR Azerbaijan) under the Ministry of Economy of the Republic of Azerbaijan has held meetings with executives of "Constralab Industries" and "Azertexnolayn" LLC, both applicants to the “Industry 4.0 Readiness Program.”

Strengthening Industry 4.0 Adoption in Manufacturing

During the meeting with Orkhan Guluzade, Founder of "Constralab Industries", discussions focused on the inclusion of the company’s construction materials plant, located in the Goranboy region’s Qazanbulag village, in the program. The facility specialises in the production of gypsum board, plaster, and decorative gypsum products, and aims to advance its technological capabilities through Industry 4.0 integration.

In a separate discussion, Vugar Izzatli, Director of "Azertexnolayn" LLC, noted that the company’s Steel Pipe Plant, situated in the Sumgayit Industrial Park, will be the first among its three manufacturing facilities to participate in the program. Future expansion of the initiative to include the company’s other sites was also highlighted.

The meetings addressed the initial assessment of each enterprise’s technological landscape, the identification of digital transformation potential, and preparations for the diagnostic phase of the program.

Implemented with the support of the Ministry of Economy, the “Industry 4.0 Readiness Program” aims to enhance the operational efficiency and competitiveness of domestic industrial enterprises by accelerating their technological transformation through innovation and advanced manufacturing solutions.

International Framework and Expert Support

Under the program, production-oriented and export-driven enterprises are evaluated against an international methodology to determine their level of technological maturity. Following diagnostics conducted by independent experts, each company receives a customised roadmap for transformation.

During the implementation phase, enterprises benefit from concessional financing provided by the Azerbaijan Business Development Fund (ABIF) and expert advisory support involving international specialists.

The pilot phase, completed successfully in 2024, supported the technological transformation of leading companies such as "Metak", "Azerfloat", and "STP Global Cable".

Participation in the Industry 4.0 Readiness Program is free of charge, and interested enterprises can register via the dedicated platform: www.industry4.az.
