Under the “4IR Academy”, a total of 37,500 people have so far benefited from training courses offered on the Coursera platform through the “Nation Program.” Participants have enrolled in more than 193,000 courses and successfully completed 69,000 of them.
Implemented jointly by the Center for Analysis and Coordination of the Fourth Industrial Revolution (C4IR Azerbaijan) under the Ministry of Economy, and the Education Development Fund under the Ministry of Science and Education, the “4IR Academy” continues to expand participation in the “Nation Program.”
Since its launch in April 2025, the programme has provided free access to online training courses on Coursera. Among the participants, 29% are university students and academic staff, while 12% are professionals working in the academic sector (schools, research institutes, etc.). More than 11,000 students and university employees have enrolled in over 67,000 courses, representing one-third of all course registrations.

Diverse Participation Across Sectors
Participants also include public sector employees (30%), private sector professionals (14%), and other groups such as school students, unemployed individuals, and pensioners (15%).
The “Nation Program” aims to promote digital skills, innovation-oriented thinking, and integration with emerging technologies in Azerbaijan. It provides large-scale online learning opportunities to help citizens acquire modern knowledge across various specialisations and strengthen workforce potential in line with labour market demands. To date, participants have applied for over 193,000 trainings and successfully completed 69,000. The most popular courses focus on artificial intelligence, data science, project management, information technology, and soft skills.
Expanding Opportunities for All
Registration for the 6th phase of the “Nation Program” is currently open. Azerbaijani citizens, regardless of age or employment status, can register at https://form.4sim.gov.az to participate.
The Coursera platform offers access to more than 13,000 courses and programmes from around 350 leading universities and technology companies worldwide — including Oxford, Cambridge, Stanford, Yale, Duke, London, Edinburgh, Manchester, Michigan, Johns Hopkins, Illinois, Florida, Sydney, as well as Microsoft, Google, Meta, IBM, AWS, Oracle, GitLab, Intel, SAP, Salesforce, and Siemens.
Participants can view 2,500 courses with Azerbaijani subtitles, and the 15 most popular courses are available with deepfake dubbing in Azerbaijani (list of courses).
The program is implemented in partnership with leading companies such as SOCAR, Pasha Holding, bp, JOCAP, and Azerconnect Group.
