Fifteen Enterprises Join the “Industry 4.0 Readiness” Program in 2025

21 November 2025

The number of enterprises applying to the “Industry 4.0 Readiness” Programme, implemented by the Center for Analysis and Coordination of the Fourth Industrial Revolution (C4IR Azerbaijan) under the Ministry of Economy, has reached fifteen.

“Norm Cement” is the latest company to join the Programme. During a meeting between Fariz Jafarov, Executive Director of C4IR Azerbaijan, and Elvin Mirzayev, Deputy CEO for Finance and Strategy at Norm Cement, the parties discussed the Programme’s objectives, focus areas, and its methodology for assessing technological maturity using globally recognised frameworks. The meeting also highlighted how the Programme evaluates enterprise-level transformation potential and supports companies in accelerating their digital evolution.

The Programme aims to enhance operational efficiency, scale the adoption of innovative approaches, and strengthen the competitiveness of industrial enterprises by catalysing technology-driven transformation.

Elvin Mirzayev noted that Norm Cement is committed to implementing its transformation plans more systematically, improving resource efficiency, and adopting new technological capabilities to support long-term, sustainable growth.

Launched in July of this year, the Programme has already attracted fifteen participating enterprises. Local and international experts have begun conducting on-site assessments of technological transformation readiness. These assessments examine production workflows, operational management, infrastructure, automation levels, and broader transformation potential. In addition, companies undergo evaluations related to sustainable development, covering energy efficiency, resource management, waste optimisation, social responsibility, and corporate governance.

Supported by the Ministry of Economy, the Industry 4.0 Readiness Programme provides each participating enterprise with a tailored roadmap for technological transformation. During the roadmap implementation phase, companies may access concessional financing from the Azerbaijan Business Development Fund (ABIF), as well as expert support from international specialists.

Companies operating in the manufacturing, mining, construction, agriculture, and other sectors are eligible to join the Programme. Interested legal entities and individuals may register through the industry4.az platform. Participation is fully free of charge.
